Ambassador Nakagome's arrival message

I, Masashi Nakagome, have arrived in Kyiv as the newly appointed Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine.

I have been to Ukraine several times before – twice in 2014 as an Executive Assistant to Minister for Foreign Affairs of Japan and five more times as the Director-General of the European Affairs Bureau of the Ministry of Foreign Affairs of Japan.

In particular, one of my most important tasks over the past two years as the Director-General of the European Affairs Bureau of the Ministry of Foreign Affairs of Japan has been to support Ukraine. I have had many discussions with colleagues about how Japan can help Ukraine in such difficult circumstances. At the Japan-Ukraine Conference for Promotion of Economic Growth and Reconstruction held in Tokyo in February this year, the Japanese government clearly expressed Japan's ‘unique’ support for Ukraine's recovery and reconstruction.

It is a great honour and pleasure for me to be appointed as the Ambassador of Japan to Ukraine, a country with which I have very close ties.

It has been two and a half years since Russia's full-scale invasion of Ukraine in February 2022, and the war is still ongoing. The people of Ukraine are fighting hard every day to defend their freedom and homeland against all odds.

Recognising that ‘Ukraine today may be East Asia tomorrow’, Japan strongly supports Ukraine in close cooperation with the G7 and other like-minded countries. Japan supports Ukraine in the humanitarian sphere, including mine clearance and debris removal, recovery and reconstruction, and energy sector. Japanese assistance also includes financial aid, defence equipment, medical support for wounded soldiers, and public-private partnership initiatives that leverage the capabilities of the private sector. Not only the government of Japan, but also private and non-governmental organisations and local authorities are actively supporting Ukraine. The Embassy of Japan in Ukraine and the JICA office have also reopened, and a JETRO office was opened in Kyiv in October.

Japan will continue to confidently support Ukraine and strive to achieve a just and lasting peace as soon as possible. To this end, I will personally fulfil my mission here in Ukraine.

Efforts lead to results. No effort leads to no result. Failure indicates a lack of effort.
Yōzan Uesugi,
the skillful ruler who revived the Yonezawa dynasty

Masashi Nakagome
